IP Whois: Providing Contact and Registration Information
WHOIS is a query and response protocol which is often used to query databases in order to determine the assignee or registrant of Internet resources, such as an autonomous system number, IP address block, or domain name. IP WHOIS lookups are usually performed using a command line application, but now may web tools provide more user-friendly methods.

The WHOIS system was originally produced as a way for system administrators to obtain registration and contact information for their domain name administrators or IP address assignments. The data found in the WHOIS system can have a variety of uses such as determining domain name registration and assisting businesses in combating fraud. It can be used to support the stability and security of the internet by providing contact points for administrators and network operators. WHOIS systems can contribute to user confidence in the internet as an efficient and reliable means of communication and information by helping identify the people responsible for online services and content.
WHOIS Information Accuracy
If a registrant has a public identity, then anyone could easily confirm their status using WHOIS. However, ascertaining registration information through private registrations can be more difficult. If registrants obtain a domain name and want to verify they have completed the registration process, they must follow three steps: 1) complete a WHOIS, 2) confirm the name of the individual registering, 3) contact the seller and obtain the retail registrar name. This will provide some insurance that the retailer actually registered their name. But if the registrar is out of business, the domain holder with privacy registrations may have a hard time trying to retain their domain administration. The end user can attempt to protect themselves through using a registrar that puts customer data in escrow with and additional third party.
